About the cooler: This cooler and the plate cooler are both cooling oil, right? Then why do we need to add a refrigerator/water tower?

What is the function of barrel cooler/plate cooler? Why do we need chillers/water towers?
There are several pipes in the barrel cooler/plate cooler through which the cold water passes. The outside of these pipes is hydraulic oil. The cold water cools the hydraulic oil by conducting heat, while the water also heats up. The warmed water flows into the chiller/cooling tower to cool down again, and then returns to the cooler, so that the hydraulic oil can be refrigerated.
